Context Menu entry to create shortcut in folder

Hi there, I have no idea if this is possible although I'm sure it must be - it doesn't seem to be too big an ask. And if this isn't the right place to ask, hopefully, someone can redirect me to somewhere that is.

I want to create a context or sendto menu entry where I can right-click a file/folder, click the menu entry and have a shortcut for the file/folder created in a predetermined folder. It would be the same folder every time. Cheers.

if you hold down ctrl and shift while right-clicking and sending to a folder, it will send a shortcut, and not the file itself.

at least it does on my machines.
