Windows 7: How do I save a picture as file type"Icon"?

There is also IrfanView - Official Homepage - one of the most popular viewers worldwide and its plug-ins to save about any image in .ico format. It will allow you to resize them too.
with Paint.NET you would also have to use a plugin and you can save a single .ico file with several size icons inside.

No hang on to your free vers 1.6 installer.I had my file hippo update checker ping up that there was an update up earlier, so I did and its only good for 15 saved icons then its pay up time.

Gimp worked perfectly. As far as I know it will remain free, and you can create as many Icons as you want. I don't like the paint tools that come with it though. I ended up using Windows 7 paint that came with it, and then copy->paste in Gimp.
I don't really like Gimp either. Have a look at Greenfish Icon Editor Pro. I haven't done much with it yet but it looks similar to IcoFx. Greenfish Software

i know its been awhile since the initial post but you can just open it in paint and save it as name.ico

No, Paint doesn't support .ico files.
