I'm having trouble with changing my desktop background

I'm new here so i'm not sure where I should be putting this topic to so if i have it wrong please let me know where I should put it to.

Anyways I'm having trouble with changing my desktop background. My laptop is a Toshiba and I use windows 7. I've tried changing it but it won't work and when i was trying to fix it last sunday my desktop screen went black (my icons are still there but the backgroundis black) and i cannot change it whatsoever. Help please and thank you.

When i went to download the systeminfo.exe it said that it is not commonly used on my computer and could be harmful to my computer.

What exactly did you try to set a desktop picture. For starters, right click on any picture you have on file and then "Set as Desktop Background". Check back and tell us whether that worked.

       Note
Please note a lot of Toshiba and other OEM laptops ship with win7 Starter edition which does not include the facility to change the wallpaper

So something got mucked up in the meantime. You could run a sfc /scannow command or even a startup/repair.

You can safely d/l and use that System Info program, it is written by a member here. If you'd rather, d/l something like Speccy by Piiform, the makers of CCleaner. Just the System Info makes it easier to update your system specs. The reason is, as Barman58 noted, if it was Windows 7 Starter, then that would be the reason. Let us know if SFC scan works. If not, I can suggest a workaround that will likely work, but won't correct the original problem. A Guy

I did the sfc/scanner and each method i did said nothings wrong. It is very odd though cause I've changed my desktop picture before but i now can't.
