Firstly make sure you are using an aero theme. According to your screenshot the unsaved theme which is usually the present one is high contrast/Basic theme.
Make sure your WEI is upto date - Windows Experience Index - Update or Refresh Score
Try running the Aero troubleshooter
Try running a system file check - SFC /SCANNOW Command - System File Checker
Have you installed any third party themes and/or patched any files.
What is the forced aero hack you refer to.
