Classic Shell allows you to have a completely configurable start menu. Welcome to Classic Shell

No Gary. It only replaces the start menu. There is even a Windows 7 skin if you prefer it. It doesn't change the Win 7 start menu directly so you can still access it unchanged if you want to. The default to access the original is Win+Shift. It is very configurable and you can add almost any shortcut to it you want.

This is how it looks with a Win 7 skin.

There is also an option to add a toolbar to Explorer with configurable buttons.
