The only way that I know how to do this is to change the 'Fade or slide menus into view' settings.
Goto:
Control Panel
System and Security - System
Advanced System Settings
Advanced Tab
Performance - Settings
Under the 'Visual Effects' Tab , untick 'Fade or slide menus into view'
Click Apply
You lose the animation of the auto-hide taskbar popping up, but it's undoubtedly faster as it will appear instantly.
