Windows 7: Caret (text cursor) Customization - Programs Override My Setting

I set the caret/text cursor to be thicker/wider than the Windows 7 default so I can always see it more easily, but was disappointed to see that many programs evidently override the setting (Chrome, Safari among two major programs I tried, plus lesser known programs I use).

I'm posting this in case there's a way to make programs use the Windows custom setting I entered. Not likely I'm sure... I'm surprised that programs would override the setting without some obvious reason.
