Vistalizator causes your Windows to lose its activation, changing its validation status to non-genuine. The same happens with all other known cracks to install language packs on other editions than Ultimate and Enterprise.

Read more here: Display Language Change- Win 7 Home

There is no valid and working way to completely change display language on Home Premium. If your Windows language is English, French, Spanish or Russian you might be able to install a Language Interface Pack (LIP) in your language that changes the most common menus and dialogs to your chosen language. However, according to official LIP site of Microsoft an Arabic LIP for instance does not exist.

Check avalaible options here: Download languages for Windows - Microsoft Windows

No. Your only option is to upgrade to Ultimate and then use language packs to change the display language.

There is a small possibility that your installation also has English. But that can only be activated with a reinstallation. I remember that this is the case with the so called 5 language editions which are En, Fr, Ge, ESP, JPN - I think.

Throw the installation disk in and see what happens. You can try that in a seperate empty partition.

Yes, I believe you get to choose at the time of installation.

Useless if you got an oem preinstall.

My experince of selecting language of Windows is based on how it is done in Scandinavian countries where all PC's with pre-installed Windows come with selection of Finnish, Swedish and English. The language can only be selected one time, during first OOBE boot. This selection can not be changed later by resetting to factory settings.

    This posted elsewhere on SF:

In some countries, as for instance in my native Finland, computers sold with pre-installed Windows let you select the language at first boot, so called OoBE boot (Out of Box Experience). This determines which language the user wants to set up his / her computer and in which language he wants Windows. In Finland for instance when you boot a PC first time, before it even asks your initial username, user is asked if he / she wants to use PC in one of the official languages of Finland (Finnish and Swedish), giving also an option to select English which in Scandinavian countries has an almost official "third domestic language" status.

This selection can not be changed later, i.e. if you later want to do a factory reset the language selection is no longer available, so it is extremely important to select the correct language at first boot. Most of my rigs are bought here in Germany but I have for instance an HP HDX16 laptop which when first booted asked if I want Finnish, Swedish or English. I selected English and can no longer go back to that selection so even if I decided to do a complete factory reset, this computer would be set up using English, without possibility to select the language again.
Not knowing those 5 language editions, and thinking that OP has a pre-installed Windows, I think his best change is to find an English install media matching his edition and do a clean install using product key on sticker on his PC.
