Which Display Option Controls This Area?

I've tried looking everywhere 9obviously except one spot!) to find where I can change the color to the following font:

The font in question is the Window name, here "Dream Theater oli=ver..." Does anyone know how to change this? For the particular theme I'm using, I need a dark font.

Are you using the default aero theme or a 3rd party custom theme?

This will be a custom theme and you will need to do 1 of these 2 ways of Enabling custom themes for it to work.

I can go as dark as black for that font Or even change it to a different font as long as that font is installed on your computer, let me know, also if you have a name in mind to call the custom theme let me know that too and I will get started on it it won't take but about 10 min. and I'll be done.
