language selection button at welcome screen in Win7 Ent.32/64bit?

Hi everyone
I would like to know if there is any chance to add a button to a Windows 7 Enterprise 32 or 64bit, that allows the user before he/she logs in to choose what language the whole GUI should have. I already installed the language packs and can change languages after login.
