Change tooltip display time for pinned icons

I find the time it takes to display the tooltip for pinned icons on the taskbar is too long. It's over a second. Does anyone know how to change it? I did the MouseHoverTime registry hack found here but that didn't change anything.

Just in case you don't know what I mean:

I already referenced that page in my original post. It doesn't work for the pinned icons' tooltip display, which is what I'm trying to change.

I believe the correct setting is called TTDT_INITIAL, as outlined here:

    TTM_SETDELAYTIME (Windows Embedded Compact 7)

But in searching for it in my registry, I find nothing. And in searching TTDT_INITIAL I only find people discussing coding for applications, not registry hacks for Windows.

I does seem Layback Bear's suggestion in post#3 in this thread should be the correct setting

This will show you how to change the delay time, in milliseconds, that the mouse pointer has to stay hovered on a item before tooltip popups display in Windows 7.

I've already done the Mouse Hover time hack. It doesn't work for pinned icons. Can someone verify this?
