Applied Gradient overlay on the text, a little bit of stroke too, Added shadow two times in two different layers, the bottom one is with a higher blur. The blue color spreading on the text is application of some random splatter.
When all done, I resterized the text, put all the related layers in a group and applied perspective on it.
