Desktop Background is stuck on a solid color

Here's the story:

When I try and change the background to an image it just stays as the solid color, I use to be able to change the background but I accidently set it as a solid color and I can't change it.

I've tried Ease of access method

and I've tried to delete a corrupt transcodedwallpaper file

Welcome to the Seven Forums
What version of Windows 7 are you using, and what color is the background stuck on?
Try Option 2 of this tutorial SFC /SCANNOW Command - System File Checker it will not harm any data or programs you have installed it will try to repair any corrupt system files.
This would be my second suggestion Repair Install
