Why no Customize tab in folder options?

So, I have just installed Windows 7, and I am fairly much enjoying it, except for one quirk.

There is no Customize tab for folders! I want to set a thumbnail for it, but Microsoft has, for some reason or another, decided not to put one in. Anyone have an idea as to why, or if this is just temporary until the official release?

...Heh.

So, is it because I am going there via Libraries?

Well, I have one more question. I chose the image I wanted, but it doesn't change. Any idea as to why?

Does it change when viewed the other way? Not in the Library?
