Do Option 2 of this tutorial SFC /SCANNOW Command - System File Checker it will not harm any data or programs you have installed it will try to find and repair any corrupt system files that you have.

It came back clean.
I did patch UXTheme for a minor custom theme, but I restored the files, rebooted, the problem persisted and so I ran the scanner and nothing was found.
Don't worry, I haven't been wasting your time or anything, the issue occurs whether I have patched UXTheme or not :/ It's really annoying how one moment it works, the next it doesn't.

I'm with you it seems strange that it works and then it doesn't.
I know you said this is a recent fresh install did you refresh your Windows Experience Index - Reset afterwords? I have two suggestions, 1 try uninstalling your graphic card drivers and go to your computers website and download the drivers again and reinstall them. 2 try this Repair Install
