Windows 7: Change the Default "Change Icon" Path

Change the Default "Change Icon" Path

When I right click a folder and select Properties, Customize, Change Icon, the default the path is %SystemRoot%\system32\SHELL32.dll. Can I change the default (in the registry or something) to %SystemRoot%\system32\imageres.dll? That set seems to have a better selection of icons.

I once read that it's not a default, and that it has to do with the location of the current icon set. So if the folder's icon is on SHELL32.dll, that will be the path that opens up. But once I change it to imageres.dll, it still opens up to SHELL32.dll. So that is not the case.

Any ideas?
