Shut Down - Suspend - Hibernate - Restart Change

Hi guys. I can't change the effect of my "Shut Down" button. I follow the right instructions and select "Restart" or Hibernate" but it stays "Shut Down".

I know how to do it in properties menu of "Start" button, but it don't work. (Right-click and select properties and so on...... I know that route; don't change the effect). Whats the issue?? Thanx.

I follow these directions:

Forgive me, but you are clicking Apply after making the change? If so, have a look at Brinks tutorial, much more detailed, with several methods. Good luck.
