Shortcut to launch or focus a program

Hi,

I'd like to set up global keybinds for programs I use a lot (Chrome, etc). I'd like the keybind to open the program if it isn't already open, and bring it to focus if it's already running (as if I'd alt-tabbed to it). If it already has focus, it should do nothing. Similar to pinned items on the taskbar but bound to a key.



I'm not sure if there's an easy way to do this, or maybe a lightweight app that does it, but thought I'd ask. I had a hard time getting anything from Google.
