Windows 7: Do not have access to "All Users" Start menu in Explorer

Do not have access to "All Users" Start menu in Explorer

Hi,
I am trying to move the icons that are in the "All Users" desktop in explorer but a popup says I do not have access. also get the popup when I click on Documents and under my account in explorer. I am the only person using this PC and an logged in as Administrator. Where do I go to get this access? I looked at the local policies but nothing seemed to fit.
