Windows 7: Navigation Bar File Explorer

Navigation Bar File Explorer

I am trying to prevent users from moving up a level or a folder in file explorer (windows explorer). Is it possible to remove the navigation bar from file explorer (windows explorer) permanently for non administrators. I have created a snap in for a local group policy that controls just the the non admins. I also have to put it in kiosk mode. I know normally you can control this through AD but this computers are not on a domain and have very limited access to a network. I have also choose the disable button in local GPO for " display the menu bar in windows explorer"and that also does not work. Please help I have spent a lot of time on this. Thanks


This is on windows 7 enterprise 32 bit.
