Windows 7: Smooth transition when changing windows backgrounds

When I choose multiple backgrounds they change instantly instead of a smooth transition. I have "Turn off all unnecceassary animations" unchecked and "Animate controls and elements inside windows" checked.
I dunno if this matters but I have Windows 7 64, radeon hd 6870 and two monitors.

How do I fix this?

It looks like you have the right settings, so let's try this. Go to C:\Users\YOUR USER NAME\AppData\Roaming\Microsoft\Windows\Themes folder and rename the slideshow.ini to slideshow.bak.ini and restart your computer and then go back in and set up the slideshow again and see if that helps.
AppData is hidden use step 3 of this tutorial to unhide it File and Folder - Hide or Unhide

That did not work, it still snap changes.

Do Option 2 of this tutorial SFC /SCANNOW Command - System File Checker it will not harm any data or programs you have installed it will try to find and repair any corrupt system files that you have. You may have to do this up to 3 times with a reboot after each scan.

You need to use a aero theme to get the smooth transition.
