isn't that a simple mask animation ??? I created this in photoshop only & that's also in less then 10 min. I hope op wants the same thing.
i Have just created very simple but u can add different shapes for mas or feather.

Editing already created animation is i think not possible in Photoshop. I think u need Firework for that or any other animation editor program.
