I am unable to change the desktop background.

Anytime I try to change the desktop background, i get a message that says "This image can't be set as wallpaper, an internal error has occurred." I can't change the themes either or anything, my background is just black. Another thread stated that this was due to a transcoded .jpg, but I can not find any file such as that anywhere in my computer. And suggestions or ideas?
