Are the icons still the wrong ones?

You may want to try a is Repair Install it should not touch any programs or data.

If you're not interested in the repair install you could replace the .dll to get them back.

    Action Center flag
    ActionCenter.dll

    Wi-Fi
    pnidui.dll

    Volume
    SndVolSSO.dll

    Battery
    batmeter.dll

You will find these .dll in both C:\Windows\System32 and C:\Windows\SysWOW64

To properly change a system file you need to take ownership give yourself permission and rename the old file and then copy in the new one look at Post #6 of this thread will tell you how to do it Basic Networking Information

Did you put in replacement .dlls? Can you get into the recovery mode (F8) and do a system restore to point before this?

Otherwise I would use a live Linux CD (do not install it it should have an area that says try it and it'll run from RAM) and then navigate to your system files and rename them.

    F8 wont work...
Any good download links to run Linux, then I can turn it into a bootable iso usb drive

I put in only the replacement shell32.dll file just to see if I did it right, then rebooted and came across several errors, so I did a system restore, and now im back to square one.

Other than replacing the ActionCenter.dll as I said above the only other ways is the sfc /scannow, repair install, clean install.

I'm not sure if it'll help you could try also try Icon Cache - Rebuild
