Problems with using GIF/Animated Wallpapers

Hello, I'm CrazyKilla

When I try to use a GIF as a wallpaper, it either comes up black or it just shows a frame of the GIF and it doesn't move
I downloaded DreamScapes 8 and when I apply a wallpaper it just shows black,
have I got a bad version/build of windows?
I am using Windows 7 Ultimate

Windows 7 will not do animated wallpaper, you need a program to do it like DreamScapes then you need to use their animated wallpaper.

I did use their animated wallpapers, but when I click set as wallpaper it just comes up black, but the screensaver works though,

Are you using a .wmv (video)?

I don't know, I only used GIFs and DreamScape doesn't say what it uses,

Have a look at this tutorial DreamScene - Install in Windows 7 and Vista it explains it, you need to use a .MPG or .WMV video as the background by right clicking on the video and then setting it as wallpaper this is after you have enabled dreamscene.
