Windows 7: Can't change icon for some folders in Windows 7?

Hello every body.
I've setup windows 7 and i tried to change some folders's icon. Some in other partitions are success but some folers in drive D (partition D) cannot be changed. I dont know why.I created a desktop.ini file in those folders with this content:

IconFile=%systemroot%\Folder icons\Icon515.ico
IconIndex=0

I even tried delete desktop.ini files in those folders and go to folders properties, choosed customize and change foler icon, but it didn't created desktop.ini there. Is there any body here has experience about this bug, please help me. Thank first.
And other problem i want ask is i want to change folder background. In windows XP i just creat a desktop.ini file such this:

and it will work, but i dont know how to do it in windows 7. Hope some one here will help me. Thank you!
