Keith, I personally think that merging the layers will affect the chance of future edit-ability of the PSD. I think the best way is either place a blank layer on the top of all layers and then Image > Apply image; or save the large sized png and then resize it.

Nick taught me to do the second option all the times. :)
Actually in PS if you use CTRL-SHIFT-ALT-E instead it creates a new layer above the existing ones. This is also what Layer->New from Visible does in GIMP.

    Thanks Stefan,
No always save as png before resizing,
I didn't use photoshop to resize,
I first used Chasy's draw and then used the online service you gave me some time back and both didn't do good things to the outer glow mostly, it was a bit too much,
I adjusted the outer glow so it's not as wild as before but it has no border frame which I also reverted the Emboss on the frame which looks better anyway= no shine on the face of the frame

Yours looks a bit out of proportion because you used 650 instead of letting it be smaller because of the aspect ratio wouldn't be that large 650 but 150 is the height I used but 531 width is what it should of fallen to,
    Thanks for the effort though,
The width is not that important it can be smaller,
The photo shop original file is here if it helps=the tweaked one anyway,

If you are not careful you could tie your fingers in knots in PS.

What I was referring to was that since the image was now on one layer everything would resize proporionaly so you would not get weird effects with some parts not resizing properly.

In my opinion Mike, the neon glow has too much saturation and size, it's washing out the text, which on a real sign would be most bright.

Here's my idea and the psd.

Thanks Gary that does look allot better,
Question did you use the file I posted on skydrive ?
I attempted to post it using the forum but it was taking so long to upload I canceled and just uploaded it to skydrive instead,
    Reason I'm asking I don't see a resize trail ?
But did notice the file you used mostly soft light where I believe the tutorial used vivid light I'll look see again and compare them,

    @Julian owe yea
There seems to be a conflict on starting out file sizes,
You and it seems Gary start out as 1300x300 and build on that,
I've gone with 2600x600 for the most part but adding borders are adding on that which end up being about 700px so I started going with 3000x700 final+-
This actual file started out as the size of the wall BG which was already posted on the skydrive file as 3000x1650+-
    Cheers.
