Cannot Open Screen Saver Settings Dialog

No matter what I do to try to access it, nothing happens. It will not open no matter what. This box refuses to appear (taken from Screen Saver - Change Tutorial):

    Tried here.

    Also tried in these places.

Lastly, I've tried here. Nothing happens...

Anyone else ever have this problem or know how to fix it?

I have performed a Repair Install and the problem persists. Any help or do I have to do a Clean Install?

If the repair install didn't work I would imagine it's the only thing you have left is a clean install Clean Reinstall - Factory OEM Windows 7

Have you tried a sfc /scannow yet?
Do Option 2 of this tutorial SFC /SCANNOW Command - System File Checker it will not harm any data or programs you have installed it will try to find and repair any corrupt system files that you have. You may need to do this up to 3 times with a reboot after each scan.

I have tried sfc /scannow, it didn't work. I decided to just back things up and then do a Clean Reinstall, everything is working perfectly now. Only downside is I lost all of my Skype chat history, but I'd rather lose all of that over my more important files.

Thanks for the assistance though, I appreciate it. I'll consider this problem solved.

It's too bad you had to do a clean install but sometimes you just have to, your computer is probably running better now anyway with a fresh install.
