can you change size of tiny system font (not part of theme)?

I know you can change the size of the system font (in system metrics in Appearances) in most cases in most applications, but I'm talking about the tiny little print as in the example attached (although the size is not shown exactly in this example). It's even smaller in Windows 7 than in XP. I know this can be mitigated by setting everything to 125%, but that creates its own problems.

Is there some kind of hack that can be done?
