Cannot take ownership even though I'm admin

Hello,
First of all I have no idea which category this lies under. So I'm hoping this one is okay.

I downloaded and installed a new theme on my computer (Windows 7) which went fine. But I also wanted to get the borders and arrows. Here comes the problem; I know I have to replace the "ExplorerFrame.dll" with the new one from the theme. But first of all I can't rename it and I definitely can't replace it. I can't take ownership either.

As you can see it's not an option for me even though I am the administrator of this computer. Oh, and my computer runs in Danish as you can see! Hope you still can see what's going on Anyone who can help? Thanks in advance!

admin user lost some admin rights
I can't delete a file from the desktop. When I try, it says to get the rights from the specified admin user (which I'm logged on). The strange thing is that I still can create other users from this account (including admins). Any suggestion on what to do?
