There is a more straightforward way to make your border without messing with paths.

Quote:
1. Create a new layer and fill with any colour.
2. Perform steps 1 to 5 as above
3. Edit->Clear to remove the middle.
4. Layer->Transparency->Alpha to Selection. This selects the border
5. Now you can fill the selection as desired.
