Right click on the Gimp icon on the Windows deskbar or desktop. Select Properties and modify the "Start in:" directory according to your requirement, for example "C:\Documents and Settings\user.name\Desktop".
    Oops.

One thing I've noticed is that the Sub-windows keep opening behind the primary GIMP window. I keep thinking, why didn't that work, when I see the flashing icon and realize the little window is hiding. This is the only program I've seen do that, that I can recall. They usually stand out in front demanding attention, before you can proceed.
You may be better off using Single Window mode. Window->Single-Window mode.

I may take my embarrassment back. It doesn't seem to work for me.

I am. I like it that way, but the little windows do not come to the front.

There is a more straightforward way to make your border without messing with paths.

    1. Create a new layer and fill with any colour.
    2. Perform steps 1 to 5 as above
    3. Edit->Clear to remove the middle.
    4. Layer->Transparency->Alpha to Selection. This selects the border
    5. Now you can fill the selection as desired.

It's beginning to come back to me now. It's frightening how much you can forget in 18 months.
