how much size can i set java heap size to with 4gb RAM?

i'm using windows 7 32 bit with 4GB RAM. how much size can i set java heap size to so that other apps are not affected. The eclipse IDE is running slow. i'm not able to set eclipse heap size above 700mb with java heap size set to 2048mb.

According to this IBM article, size your Java heap so that your application runs with a minimum heap usage of 40%, and a maximum heap usage of 70%. Although this is an older article I would guess that the parameters would still apply today.

A 32 bit OS can only utilize up to 3.2GB of ram, and some of that is dedicated to the system and video. I see posts about editing the eclipse.ini for heap size, but I believe there is no set amount that will definitely work.
