Well Mellon mate I would be checking to see if they or whoever did that laptop reapplied the compound and how that was done because 55C at idle I would have thought a shade on the high side. My old Toshiba with a dual core i5 gets to that doing some reasonably intensive tasks. How the heck do you get a lappy to run that cool? Mine runs at over 55C on idle. And I just had it cleaned out
Anyway back to topic.
It was quite a chore :)
I had svchost eating 50% of the little dual core cpu for a long/ long time,
I finally installed realtemp and saw the temps it was well above what you are seeing 60-70c
I did change the thermal paste/ clean it out,
Eventually reinstalled Vista sp2 and it did not activate
Used phone activation and it gave another string of numbers to use and it activated.
Used win-7 retail upgrade dvd and key and it activated.
Reinstalled the other ssd with that troubled svchost issue and did the second part in the quoted area here to install April's round of updates which were failing
Reinstalled twice, but Windows still won't update
After the above svchost was normal and so were the temps finally,

Still experimenting a bit with Windows DreamScene. My journey to the most beautiful animated Guild Wars 2 scenery brought me to Fireheart Rise today.
