trying to add a renaming shortcut in explorer right click menu

Hi,

I am trying to edit a file extension property to be able to rename them quickly in explorer menu
I have successfully added the command to the right click menu but it doesn't do what it is supposed to do

the registry value for th file extension is the following :

"C:\Windows\System32\cmd.exe" ren "%1" "renamed_file.ext"

It should rename the file I selected to "renamed_file.ext" but instead it just opens the command prompt

Any idea what I'm doing wrong? Thanks
