Desktop Picture corruption

I can't seem to apply a wallpaper in Windows 7 without a very strange behaviour: The wallpaper appears corrupted: Too much exposure in the picture -- and if I try another picture, then the new one and the previous one appear to be merged into one.

This doesn't happen most of the time when I apply a wallpaper through the "Window Blinds" application (and yes, the problem was present before I installed Window Blinds).

Anyway, this has got to be either:

A VERY strange setting accidentally enabled
A bug
Something wrong with my graphics card (but I have no other problems at all with the graphics card).

Does anybody know what could be going on?

Try
Go to accessories>Right click command promt>Run as administrator

Then type sfc /scannow

It should find corrupted data and fix it.

If that fails try running start up repair off the installation disk.

Can we pin a picture to desktop?
In WinXP ActiveDesktop feature, you could pin a picture to the desktop, and move it around and lock it at a position. I have been wanting to do that in Windows 7. I have some family pictures which I want to sit atop of the changing desktop wallpaper. Is there a way I could accomplish that?
