How to set desktop colour PERMANENTLY

For some reason, every time I start-up this Dell Laptop the desktop colour is black. I set it to a blue that makes the text white.

HOW can I get the desktop to STAY my selected colour through hell & high-water PLUS a restart/start-up?

AND, Once that is fixed; How can I add a picture to the centre of the blue desktop as I have for ~15 years with 98SE & XP 32bit?

WHAT, I CANNOT? I MUST SWITCH TO THE PERFECT MACINTOSH???

Hello Jim, and welcome to Seven Forums.

If you like, you could create an image with a blue background the same size as your current screen resolution for the best result, and add the picture in the center of it. Using mspaint.exe would be a good option to create a .jpg file with this.

You could then change your desktop background to use this image.
