Different shutdown and logon screens

I know you can change the background image on the shutdown and start up screen but can you you have different shutdown and logon screens in Windows 7? I want to leave the start up screen alone but have a custom shutdown screen. Also can you change the 'Shutting down..." to say something else?

As far as I know, it can't be done. They're one and the same resource.
