changing what program is used? When I right click a photo and click "edit", I would like for it to use Paint instead of whatever that default program is.

That doesn't change the defualt edit program, just the program used to open that file type. If I want a .jpg file to open using Windows Live Gallery, but to be edited by Paint, then what?
Other Idea's? No, this is the key you need:
In my system I have set it to use Paint.NET when I select Edit from the right-click menu.
You will have to adjust this to the program you want. Do this for each filetype (jpegfile, bmpfile etc)

With gimp it adds an option to "Edit with Gimp"
