Hello and welcome duwek mate it would be helpful if we knew why? - as I am guessing that window you have linked is a system object and to change it would take a lot of mucking around with reg entries and something unless you are really confident with programming you should leave well enough alone.

+1; one of the fastest ways to an OS reinstall is to change certain Windows internal operations; this is probably one of those fast ways

duweklost you are asking some very strange question and want to do even stranger things.

We try very hard not to give instruction that will damage your system.

Lets start with something very basic. Do this tutorial by Brink. Post the log here.

I believe that dialog is defined in the resources of one specific system file. I will not mention which one. This file can be sensitive to change. Even a Windows update could cause system instability or prevent bootup. I would avoid such changes unless there was a really compelling reason. I can't imagine what that would be.
