Windows 7: Set the true default view to details for removable media

Set the true default view to details for removable media

The view on CDs and my phone do not get set to detailed view, and do not show the modified date when is set it that way. Worse, the thing does not "stick" on my HTC One X+ phone, reverting to that view every time I change folders by clicking on the triangles to go back or open a new folder. I have to set a new view every time.

The "apply to folders" option is dimmed. when I go to tools->folder options->view.
Worse, I have set all five types the way I want them and it works for the hard drives, but these defaults are ignored for CDs or DVDs I burn or for connecting my phone to the computer. Even more annoying, the stupid "group by" gets turned on for CDs and DVDs.

How do I set the final "hidden" default? I want it so that "group by" never gets turned on unless I tell it to, although completely disabling that annoying feature would be acceptable. I'd also like every window to default to "details" except possibly the "my computer" or whatever they want to call it in Windows 7 Professional that you get with <windows key>-<e>.
Every other window should have details view and include the dates.

Nothing here helps
Change folder options
and I already did this, which works fine for the hard drives, but not for optical discs or my phone:
Customize the Five Windows Folder Templates

a. Open Windows Explorer. Set the particulars to the view you prefer. For instance, if you prefer to view the folder in “Details” style, just Select View->Details.
b. Go to Tools and select “Folder Options”;
c. Click on the “View” tab;
d. Click on the “Apply to All Folders” button;
e. You will be prompted a message: “Set all the folders on your computer to match the current folder’s view settings (except for toolbars and folder tasks)? Changes will occur the next time you open them”. Click “Yes”;
f. Click “OK” to complete the default setting exercise.

As I indicated, that works fine for stuff on my hard drive, but has no effect on data CDs/DVDs or my phone.
I've already used the "apply to folders" for all five folder types, and it works for stuff on both hard drives, but NOT for removable media.

Details view everywhere
I have read many posts concerning details views in folders. Here is my question, which I'll accept a simple "no" on if absolutely necessary: When I open any folder, anywhere, any save or open dialog box, any search, anyplace where more than one document is listed, I want ALWAYS to see it in...
