Unattend.xml error adding registry key

I'm struggeling a ,ot right now getting my unattend.xml file to work but everytime I end up with an error.
It seems to be when i try to add a registry key during the setup because when I remove the line my unattend file works perfectly.
Can someone help me editing the unattend file correctly ??
this is the part that should change / add the registry value
it is in the 'specialize' part of the unattend file under the <FirstLogonCommands>

Code:
<SynchronousCommand wcm:action="add">
<Order>2</Order>
<CommandLine>reg add HKEY_USERS\Default\Control Panel\Keyboard /v InitialKeyboardIndicators /t REG_SZ /d 2 /f</Command>
<Description>Enable Numlock</Description>
<RequiresUserInput>false</RequiresUserInput>
</SynchronousCommand>
</FirstLogonCommands>
I tried it like this, with and without quotation marks, with cmd /c reg add at the beginning but everytime it fails
Who can write the correct line of code so it adds the reg key correctly during the sysprep ??

Unattend.xml / DriverSigningPolicy
Okay, I've read different things all over the place but I still am unsure of what it will take to automate a Windows 7 deployment and have the Unattend.xml bypass the driver signing. Currently, I have my Unattend.xml setup to do a RunOnce. The .xml file is configured like so: <RunOnce> ...
