desktop wallpaper slideshow stuck on one image

I am having an issue on my Windows 7 64-bit on my Dell Optiplex 780. The desktop wallpaper slideshow often gets stuck on one image and it will not move onto the next image.

When I googled the problem, there was a lot of hits on this but my problem is different than all the ones on Google. The ones on Google had it when it would create an 'unsaved theme' with just one picture. This is not the case on my machine. My theme that I created is still active and is selected as the current theme and all the images are intact into the theme, except it just stops cycling through the images. The theme consists of all pictures of my girlfriend. Restarting the computer doesn't help. Still stuck on that same image. If I change themes and change back, it temporarily works but eventually gets stuck on an image again where it doesn't change images. It is a different image every time it gets stuck so it is not a problematic image that is causing the problem.

Does anybody know what the issue is and how to fix it? Thanks.
