Force popup balloons and notificaitons to stay open until user closes

I am wondering if there is a way to make a popup for an application (balloon, notification, etc) from the system tray to stay open until the user manually closes it? I know that you can adjust the timing of how long they stay up but we have an application that we want a popup indicating a new communication to stay open on the desktop until the user closes it. Any ideas? Thanks for any help.

You can set them to stay open (until user clicks close) for a maximum of 136 years. I suppose that's long enough.

Notifications - Change How Long to Stay Open

    Option Two = Step 6

Time in seconds. For 136 years try 4294967295 seconds.
