Changing picture position for background?

I've repeatedly attempted to center, fill, fit or tile an image I wanted to use as a desktop background, but the changes do not take place. I can get the picture to be my background, but that particular change will not work. I'm able to change my theme in every other way, however. I've tried multiple pictures and each of the ways to change the picture position, but nothing has succeeded. I'm using Windows 7 home premium.

Any suggestions?
