Windows 7: what happened to "super bar" multi-row notifications?

what happened to "super bar" multi-row notifications?

I had downloaded a theme for XP that gave it the windows 7 super bar and the notifications were placed in two rows. I really liked that but now that I actually installed windows 7 I can't figure out how to change it, and I'm pretty sure I've clicked on everything there is to click and also googled with no luck. any help would be appreciated.

First enable Quicklaunch bar, i don't think that big icons in taskbar can be set in 2 row. quicklaunch has smaller.
and just unlock taskbar and drag it as wide as you wish.
