I highly doubt it. You cannot create the explorer like that, thats for sure. Start menu and taskbar, should could be done, and maybe the rest can be done with some windowsblinds tool (the explorer etc)

Just to clarify, he basically said, its 'possible' but it'd take a long time to figure out how, and actually make it. Then test it, fix bugs, etc. Also make it 32-bit/64-bit compat.
