Adding To Menu activated by right mouse Button

I want to add a command to this menu but don't see the steps that it uesd to take. Below is what was done using XP:

Open in any directory: Tools/ Folder options/ File Types/ File folder/ Advanced/New

In Action, Name command
In application used to perform action, browse to .bat file.

Please help...
