Right click on an empty spot on your desktop until you get the desktop menu. Then you will see the personalization option. Click on it and as serg said, if you can chose the themes he posted, you can enable aero :)

Furthermore OP, in order for members to help you, it would be great if you can add your full system specs. An easy way to do this is go to start and type CMD and hit enter. In the window that opens type dxdiag.exe and hit enter. If a box pops up asking you about digital signing just press cancel. You will get a window up that gives you your full system specs. There are tabs across the top you can select that shows you your graphics card etc. Try adding the info there into your system specs and others will be able to help you better :)
As a PP said, it may be that your graphics card doesn't support aero.

Edit: *warning* DirectX is actually a diagnostic tool so don't use it to play around unless you know what you are doing but it is also a really quick way to check your system specs without downloading 3rd party software. There are other ways to get your specs but this is what I have always used for a 30 sec solution

Your graphics drivers aren't up to date. Try installing drivers for 'Display adapters' as i said earlier.

If you can get your graphics card model number (I'm guessing it's a nVidia 8 series), Rakpere will search for a driver for you so you can use aero and resolve your original problem :) You are currently using a Standard VGA driver provided by windows but it would be best if you could use the nVidia driver from the manufactuers website.
