Windows 7 - A problem of pin to taskbar

I have a request that to pin a program to taskbar via script.
that's a solved problem.but my request is not only pin for current user.I mean when i switch users,even create a new user,when i log in i can see my program have pinned.Just like ie,wmplayer...
Is there anyone know how to do that?btw,i really want to know what system have do when i pin some program,except create a shortcut in
%userprofile%\AppData\Roaming\Microsoft\Internet Explorer\Quick Launch\User Pinned\TaskBar...

Someone maybe recommend to making the script run once any users log in.But in that way,you cannot unpin this program as when you relogin,it has pinned again.that's really annoying
